Invest in Syria · Engineering partner

Local clarity for regional investment.

LINE helps Gulf and regional investors test opportunities, organise technical decisions and move from site assessment to coordinated delivery in Syria.
Tartous waterfront master plan — an investment-scale development by LINE

01Technical due diligenceBefore capital or design commitments.

02One multidisciplinary teamPlanning, architecture and every engineering discipline.

03Investor visibilityStructured decisions, risks, reporting and next actions.

A stronger starting point

Investment confidence begins with verified technical information.

A rendering can communicate ambition, but it cannot confirm what a site can support. LINE begins by separating confirmed facts from assumptions, identifying the investigations that matter and connecting the investor’s development model to planning, infrastructure, design and delivery realities.

That early clarity protects the brief. It helps the investor decide what should be confirmed before acquisition, what belongs in feasibility and which issues must be resolved before tender or construction.

Investment sectors

Opportunities shaped as complete, buildable projects.

Each sector has a different operating model, engineering demand and route to value. LINE builds the right team around those differences.

Before capital is committed

Six technical lenses for a more informed investment decision.

Due diligence is not a promise that every unknown can be removed. It is a disciplined way to make uncertainty visible, assign the right investigation and avoid designing around untested assumptions.

01

Land & planning

Available plot information, boundaries, planning context, intended use, density assumptions and the approvals that require confirmation.

02

Site & access

Topography, existing conditions, neighbouring uses, vehicle and pedestrian access, servicing, logistics and visible physical constraints.

03

Infrastructure

Available information on power, water, drainage, wastewater, communications and the off-site works the development may require.

04

Development brief

Use mix, target users, approximate areas, height, parking, phasing, operations and the technical implications of the commercial vision.

05

Delivery strategy

Required investigations, consultant inputs, procurement route, design stages, reporting structure and a realistic sequence of decisions.

06

Risk register

Confirmed facts, open questions, technical risks, approval dependencies and the recommended action before capital or design advances.

Opportunity to handover

One technical path. Clear review gates.

Working across borders

Local coordination with decision-ready reporting.

An investor outside Syria needs more than site activity. The project needs an agreed authority structure, defined review gates and concise reporting that shows progress, decisions, risks and responsibilities.

  • Named senior project and discipline leads
  • Agreed document and decision registers
  • Periodic technical and progress reporting
  • Coordinated responses across all disciplines
  • Clear escalation of risks and required approvals

Prepare the first review

Bring the opportunity. We will structure the technical questions.

Even an early conversation becomes more useful when the intended investment decision is clear. Available documents do not need to be complete; gaps are part of what the first review identifies.

A useful starting package includes:

Site location and available ownership or plot information

Development type, target users and approximate scale

Existing surveys, concepts, studies or approvals

Target programme and the next investment decision

Known constraints, project partners and required specialist advice

Investor questions

Practical answers for regional development teams.

Can LINE assess a site before acquisition?

Yes. A defined technical due-diligence scope can review available site information, physical constraints, access, infrastructure, planning context and the suitability of an initial development brief.

Can LINE compare more than one development opportunity?

A comparative technical review can use consistent criteria across sites, identify missing information and show how access, infrastructure, planning and development capacity may affect each option.

Does LINE provide legal or financial investment advice?

LINE’s role is engineering and project-focused. Legal, tax, financial and commercial advice should be provided by the investor’s appointed qualified advisers. We coordinate technical inputs with them when required.

Can the project be managed while the investor is outside Syria?

LINE can establish a documented reporting and review rhythm, coordinate local technical activities and provide the investor with structured visibility. The exact authority and communication protocol are agreed at appointment.

Can LINE continue from feasibility into design and construction?

Yes. The appointment can continue from due diligence and master planning through architecture, multidisciplinary engineering, tender support, construction supervision, reporting, commissioning support and technical handover.

What information is useful for an initial discussion?

Share the site location, intended development type, approximate scale, investment objectives, target programme and any available land, survey or concept documents.

A strong local engineering partner makes uncertainty visible before it becomes cost.

LINE’s role is technical and project-focused. Where legal, financial, tax, commercial or other specialist advice is required, we coordinate with the investor’s appointed qualified advisers.
